"Appropriate Incentives for Renewables", Fernwood Community Centre, Victoria, BC

Thursday, November 18
Experiencing Renewable Energy Series – “Appropriate Incentives” – November 18, 2004

“Appropriate Incentives” is the next topic in the “Experiencing Renewable Energy” series, presented by Friends of Renewable Energy BC, 7 PM Thursday, November 18 at the Fernwood Community Centre, 1240 Gladstone Avenue,Victoria.

Two cowboys are out riding the range. One of them pipes up and says, “Hey, Slim. I know that cows have four legs and a tail. What if you called the tail a leg, how many legs would the cow have then?”

Slim turns to him and says, “Tex, cows have four legs. Calling the tail a leg don’t make it a leg.”

In a similar way, public policy, however well meant, may not actually deliver the ends it desires. Inappropriate policy toward renewables is one of the main reasons why BC is among the worst places in the world to develop renewable energy.

At “Appropriate Incentives”, you’ll hear the “bad news, good news” about existing incentives and better examples of effective strategy from around the world.

Assessing the effectiveness of various incentives is essential to crafting effective policy.
Experiences with and comments about current incentives, including the federal Renewable Energy Deployment Initiative, will be shared.

Luckily, there are many examples of low cost, low risk ways to encourage renewables.

Effective, low cost initiatives from around the world, including low cost financing for renewables (which you can get in Mississippi, but not here) and solar thermal bylaws such as are being adopted in Spain will be examined.

Scott Davis, president of FOREBC, will present some easy rules of thumb to avoid “solar innoculation”. That’s where unrealistic funding requirements force unrealistic projects. These unrealistic projects fail, thus proving that “solar doesn’t work”.

Looking to the future, Zane Parker, research director for the Centre for Integral Economics, will explain tax shifting as an ideal strategy for encouraging renewables.
